Percy Allan

Percy Allan is a public policy economist and visiting professor at UTS. In 1996 Percy was awarded an Order of Australia for his contribution to public sector reform while he was Secretary (Head) of the NSW Treasury. These included adopted modern accounting and budgetary processes, the corporatisation of state trading enterprises, and the conceiving of IPART. From 1999 to 2007 he chaired the NSW Premier’s Council on the Cost and Quality of Government that reviewed 25 state government departments. Between 2018 and 2022 Percy chaired and coordinated the Evidence-Based Policy Research Project that benchmarked the quality of 100 federal and state government bills which helped persuade the NSW Upper House to adopt a Statement of Public Interest for all Bills.

Currently reading for my Master of Economics with The University of Sydney. Previously I completed my MBA with Stafford-shire University, UK. I\\\'m also a BSc graduate in Business Management (Special), with a Professional Diploma in IT and a certificate in JAVA Application Development from The University of Colombo, Sri Lanka. I was employed at National Asset Management Agency Limited based in Colombo, Sri Lanka, from 2015 to 2017. During a volatile period in the Colombo Stock Exchange, I managed to bring in as of 01st May 2016 to 15th October 2016 investments accounting to 33.4 Million when South Asian as well the Regional Asian Markets were going through a tough period. As for the year 2016 specially 2016 Q1 as well as back then Q2, Q3 when Chinese markets were down by 20% which cascaded to regional stock markets with Singapore, Hong Kong and India experiencing 12%, 13% & 8% heading towards a low trajectory respectively and with Sri Lanka’s CSE experiencing a 9% low, my contribution in convincing institutional investors as well as high net worth individuals to invest with the National Asset Management Limited was quite substantial. I was able to bringing in investments even during hard times as well as to contain the existing wealth that was there with the Unit Trust company. Prior to that I was at AMWCL owned by a Dubai based Al-Futtaim company, with in short span of time was head hunted to National Asset Management Limited. Prior to that I was working at Just In Time Group of Company\\\'s and I was closely working with a subsidiary company called IIHE as well. JIT in Sri Lanka handles Defence Ministry contracts and Sri Lanka Telecom contracts. During my stay from 2013 - 2015 at JIT/IIHE I was able to bring in revenue accounting to over 40 Million. And prior to that I started my working career at South Asia\\\'s biggest apparel and textile company MAS Holdings. There I was attached to the HR department. Altogether I have 6 years of experience plus I have produced two thesis. My MBA thesis - Equity Fund Management of Unit Trust Industry an application of Modern Portfolio Theory, BSc thesis - Factors affecting intention to leave: In case of Customer Service Representatives of the BPO Industry in Sri Lanka. I hope to gain a rounded insight into the Asia Pacific region financial markets and it\\\'s trade and services deals done by governments. \\r\\n
