Australia is a small open economy, characterized by full capital mobility and a floating exchange rate system, where the interest rate is predominantly influenced in global financial markets. If the RBA or any central bank of a small open economy attempts to resist rate hikes while the US Federal Reserve or the European Central Bank increase their benchmark rates, the Australian dollar will depreciate, making the prices of imported goods and services in the CPI basket more expensive, subsequently requiring the RBA to raise the cash rate even further and faster.

In his presentation, Frank will assess the effect of long-run changes in the drugs provided by the PBS on mortality and hospital utilisation in Australia. He will estimate that if the number of PBS drugs had not increased between 1996 and 2013, the number of years of life lost before age 85 in 2019 would have been 21.2 per cent higher than it actually was. Furthermore, he will demonstrate that the 1996-2013 increase in the number of PBS drugs reduced the number of years of life lost before age 85 in 2019 by 359,026.

Frank will show that if the number of PBS drugs had not increased between 1994 and 2011, the number of hospital days in 2019 would have been 10.6 per cent higher than it actually was, and that the 1994-2011 increase in the number of PBS drugs reduced the number of hospital days in 2019 by A$2.48 million.

Is the current outburst of inflation different to past periods of rapidly rising prices; and if so, what policies do we need to address it?  What are the social consequences of rising living costs and interest rates, especially in a housing and rental market many experts say is in “crisis”? How well (or badly) has the Reserve Bank of Australia handled monetary policy, and will the recommendations of the recent independent review of the Bank improve its transparency and decision making?

In this forum, the speakers will address some of these questions before a general panel discussion on inflation and the reserve bank.
